As far as i know my state has no prb-1 law, and was wondering what the proper steps i would need to take to try and get some legislation started?

You're right, Kentucky has not codified PRB-1.

I think the place to start is with your local representatives, requesting they draft the legislation. That's how it worked here; it took 3 years from initiation to the Governor's signature, but it finally did get signed into law.

Doing a minute or two of research it appears you'd want to start with Representative Royce Adams (Dist. 61) and state Senator Damon Thayer (Dist. 17), both of whom are in your Congressional District (4).

What you have to remember is that PRB-1 does not eliminate Home Owners Agreements and or the dreaded HOAs. These are things that are contractual agreements that are 100% voluntary in nature and as such the FCC is very reluctant to even adress this matter on the Natinal Mandated Level.

The best PRB-1 anyone can ever have is to just simply refuse to live anywhere where there is any kind of law that restricts the install of antennas and their supporting structures.

Once you sign a contract there is no tap back on the terms of an otherwise completely legal and binding agreement.
